DocLock, the skill of the artist could possibly vary on different days. This is is just one of those ideas that, no matter what you think of it later, your first reaction is "how stupid is that?".
It doesn't have anything to do with the artist. It's the client's bodily reaction and chemical balance. Some of my patients have had several tattoos from the same artist and some scar, some don't. Some have bizarre reactions to certain inks, or even specific colors. Some colors won't heal as well as others, for example. Some have allergic reactions to the same chemicals they took fine before.
If your tattoo artist has a heavy hand (or just inexperienced/bad), then some folks will develop scar tissue, which accounts for the raised feeling and appearance.
This is is just one of those ideas that, no matter what you think of it later, your first reaction is "how stupid is that?".
