There is no absolute time limit, it would certainly depend on the nature of the harassment. My personal opinion is that giving a compliment in a respectful manner is not harassment. Cat calls, lewd comments and getting into her personal space is certainly harassment.
You're trying to put words in my mouth. I didn't say it was OK, I said it WAS harassment. I expressed my surprise that it happened less often than I would have thought in NYC.
This shows me that it took ten hours of video to find less than two minutes of "harassment". That doesn't sound like much of a problem. Pretty good odds, actually.
