California solved problems with electricity competition by separating distribution from production. We pay our local electric company for the wire in the ground but can choose the power generator.
Modem-based Internet was the same thing. We paid the local telephone company for the line and choose the ISP. I think that the whole issue could be solved if broadband companies allowed other ISPs on their infrastructure.

My ISP blocks access to outbound port 25 (Sending E-Mail) except to their servers. It also blocks inbound port 80 (Web Pages). It monitors certain data usage and contacts clients if they go to "no-no" sites (File Sharing). They "get away with it" because it is in our contract.
The WiFi at my favorite lunch place blocks anything except Web Pages and E-Mail.
While I support Net Neutrality, I wonder what we should do about this sort of filtering.
