Well, sometimes what's legal is NOT what's moral, deal with it. Sometimes we just don't have enough time to just follow the rules to make things change.
So she took action.

Last year's survey showed that fishermen caught 3 times more fish than their allowed quota. The whe species has been depleted by 90%, and could go extinct within 5 years.
