There is absolutely no need to make the speed limit so specific - it only makes things more dangerous. It also doesn't take into account other factors, like after-school activities or special events.

It would make much more sense to simply have a fixed, reduced speed limit around the school and a regular speed limit further away; especially in the US where litigation is so common, as anyone speeding will just argue that the sign is too complicated.
