Yes I would say he is "homeless" in a sense but as Jason123 stated he can get a home when or if he ever decides to and there's nothing preventing him from doing so.

Half of the rats in those photos aren't even legitimately wild rats. The white and black one stretching for example was obviously a pet that someone let go. Clearly half of the problem is people being complete morons and "freeing" their pet rats when they don't want to deal with them anymore. Now they're whining and complaining about rats that aren't afraid of humans and are "aggressive". Look to the people and see what problems you can solve there then try and clean up your subways.
