Ricky, Executive Orders have been around since George Washington's day. They're simply orders from the president to officers in the executive branch as to how they should carry out the laws passed by Congress. A necessary action because all laws have certain levels of ambiguity. Congress can, and does, override executive orders by revising statutes and the courts occasionally find executive orders illegal or unconstitutional.
