Looks like a "challenge stare" to me. When I worked with the dogs if they gave that to their pups it meant "STOP IT RIGHT NOW OR I AM GOING TO GET REALLY MAD!!" or it meant "I AM THE BOSS, not you!" Abusive comment hidden. (Show it anyway.)
