The problems, as I see them, with this system are:
It bills people twice for trash disposal. Once in their taxes, and a second time when the trash is collected. This is unfair, basically it amounts to an undebated raising or taxes.
The second problem is that data. With that data, a trash-person could know information about households. For example, if almost no trash was collected, they might presume that the household is on holiday and break into it. These sort of things have happened in the past with new and unique data.

The thing is, the pircutred revolver would be a lot more powerful than a 9mm. It would almost certainly penetrate, probably with catastrophic effect.
Perhaps there wouldn't be any school shootings if the few teachers with ccw permits could carry at the school where they work. Studies have shown that where normal (trained and law abiding) people can carry a concealed firearm, shooting sprees just don't happen... the perps pick where to have their fun, and overwhelmingly they pick "gun free" zones.
At least teach the kids to fight back or run. Teaching them to cower beneath a poorly armoured backpack or even a school desk gets them killed, as we saw recently in Virginia when a madman just walked up and down the aisles shooting each person in turn.

Yes, it is a PUBLIC PARK. That means it belongs to everyone. Us. Them. The homeless too. Get it.
BTW, Mokuwai, many organizations which claim to help the homeless just want to preach their brand of extremist religion. Should a hungry person be forced to kneel before your god to be fed?!@#^!
