Ms.C what about scooters? I've been in the south Pacific island and have witnessed entire families 'with' shopping all piled up onto a 150cc scooter.. quite a sight, but it was effective and made for very economical travel for these families ;-)

Actually as dumb as it is.. the police are not required to wear seatbelts while driving... it can be a hinderance when trying to exit the vehicle quickly when a foot chase is needed... or the donut van has overturned and they need to grab as many donuts as possible before the tow trucks arrives!!!
