10k Euros is a lot of money to demand for a short tow. Then again, if the boat wasn't about to sink I'd have just dropped anchor and rode it out or left the dogs to themselves - they'd probably be fine provided the boat didn't founder.
How can you have a mandatory tip? A tip is something you give voluntarily because you're pleased. Anything else should be part of the bill under "cover charge" or just included in the price.
