Its a toilet paper lock or TPL.
Back during WWII when paper was expensive and especially toilet paper people needed a way to keep it safe hence the toilet paper lock. They were made to fit over any sized roll and included a special twist-locking mechanism that rationed TP. Anyone who didn't know the combo had to find another way to wipe.

This is a maquette of the main character from the new Pixar movie "Wall-E 2: BAD Robot" written and directed by J.J. Abrams.
The few details I have found out is that it centers around Wall-E and Eve having a baby and trying to raise it. BAD or Bio-Automaton-Delinquent like all kids doesn't like his parents and runs-away. Traveling across time and space Wall-E and Eve search for him to convince him to come home. One of the stops he makes is in 1963 San Fransisco where he is chained up at Alcatraz.

It is a prop used in "The Girl with the Dragon Tattoo." In the extended version of the scene when Lisbeth tortures Bjurman you can see her use it to inflict damage on his private parts. However, I don't think it was originally intended for that purpose.

I first saw this tool back in the 80s when I was in Little League. Every coach had one and before we could go out and play we had to have our nose's forward and reverse pitches measured (the picture shows the tool for RHP). He told us, "in case we were hit by a pitch he could snap our noses back to the right angle." Fortunately, in my case this pre-emptive measure was never put to the test because I got through my required year and a half without being hit.
Altough I don't remember my coach's name, I will always remember my forward and reverse measurement (9/16 F and 3/4 R). Although years later when I had it remeasured I found out that he was doing it wrong and you are supposed to say the numbers (3/4 R and 9/16 F) or "first hit is first writ"

It is a finger knocker that was used in mental hospitals during the 30s for treatment of OCD patients who showed signs of perfectionism. It would be strapped to a patient's fingers and when they would try to level the bubble the disc would rotate and knock their fingers until they returned it to one side.
