"revelers" was definitely the wrong term -- I don't consider rapists to merely be revelers-- what I meant was that the heavy use of alcohol contributes to a loss of inhibition by predators and a lowered cautiousness and ability for victims to protect themselves
The Ocean City and Key West stats for rape are probably severely skewed because they are tourist towns with relatively small year-round populations. Ocean City has a population of around 30,000 people, but hosts around 300,000 people during the summer months. The statistics are probably based on the number of annual rapes divided by the year-round census population.
Ocean City's rate is probably closer to 25 per 100,000 if you take the vacationing population into account. And although this adjusted rate is significantly higher than the national average, it is probably as a result of a large amount of drunken revelers from the D.C., Baltimore, Philly, and Pittsburgh metro areas.
