Minor commentary - there's probably a sharp spike in rape for key West due to one major factor: Spring Break. If you isolate the data from that event (and perhaps others - not sure how much spillover they get from Daytona's Bike Week, for example), the rate should flatten out somewhat. This goes for any popular "party" destination, be it New Orleans (Mardi Gras) or Sturgis, South Dakota (the famous Motorcycle Rally - pop. 6700-ish, except that 400,000+ people descend on the entire area for a week or so in August).
