I don't think that's the only reason. If a product is defective and you want to return it, how do you prove you bought it from that particular shop without a receipt? Not all products have store branding.
Can anyone explain to me how the shutdown affects border controls and other domestic security operations? Is everything running as normal? Will those inimical to the US find it easier to carry out their nefarious acts? I'm not in the US and while I've read many of the reports on the BBC, etc., I find it's always better to hear first-hand from the people it affects.
