That last paragraph is interesting. The proposal also encourages ethnic minorities in China to keep their surnames, instead of adopting Han Chinese names.

Just a nitpick but Stanley Kubrick did in fact win an Oscar for Best Visual Effects in 2001: A Space Odyssey. Not the award for Best Director or Best Film that he deserves, shame, but it is still competitive and it does have his name on it.
