I can see this being used creatively by many different organizations that need it not for matters of style, but for more practical reasons. I'm sure the government or prisons or someone will find some use for it.

Notice that it says "cocoaine," not "cocaine." This was because cocaine was very popular during this period as a medicinal cure-all. Burnett's actually used coconut oil, not cocaine, but gave it a similar name as to trick shoppers into buying it.
