You do realize 'she' isn't real, right? The Miscellania project was one of the earliest computer-generated artificial-intelligence programs initiated by the US Defense Dept. when they were developing Darpanet. Today, the internet has grown much more than those early computer pioneers could ever foresee, but the "Miss Cellania" program is still running. It's the world's most complex COBOL program.
I'll bet the original concept of Jarjar was cool, more like Gollum turned out. But, after filming, when Lucas and gang saw all the footage they had of little Anakin's bad acting, they had to make a decision: either a) pull a Zemekis, hire a better actor, and reshoot the entire movie (too expensive) or b) create a Jarjar in post-production that is so annoying to look and and annoying to listen to, that the audience's wrath will be diverted away from the star of the movie.
