definitely charge the guy. Feeding a gator encourages them to come close to humans in future encounters. He also cost the area he was in for the emergency services, as well as potentially putting emergency service workers in harms way if they needed to be called to the scene.
yeah, they aren't that appealing, but it's FREE, and the money was hopefully put towards fixing their economy. I think they should be happy that they weren't completely branded with coca-cola and other company logos.
this seems to me, to be similar to the whole "I do this better when I'm drunk" concept, due to the need to put forth more effort to comprehend the statement, or task.
definitely the "right" thing to do, the problem in situations like this, is that often the area they aren't supposed to go into, is dangerous and could end up putting them both in danger, on top of that, if you're off of your designated area, what if something else happens and the lifeguard is somewhere else?

I know a few places do actually have something similar, Toronto has 311 - it still connects you to a 911 operator, but it puts you on the lowest priority, and you're allowed to ask stupid questions. has to go through the regular 911 operators, because it may be a valid 911 call
