The Sub-bass instrument uses the ball-shaped resonace bodys as ohterwise the resonance pipes for the sub-bass frequnecy band would be to long and bulky...
In contrast to conventional flutes the tone is selected by turning the star shaped hand wheels on the sides... while blowing over the embouchure hole located in the red painted center...

It seems to be a model of a stanchion, the metal head bails in dairy barns that lock the cows in place while they are e.g. milked. Just look at wikipedia for „Stanchion“
