I'm sorry, but I don't see how this is supposed to really do anything. They will never be able to neuter every cat. To quote Jurassic Park, "life will find a way". The cat population will always grow until it his some natural limit, probably available food supply.
It might be the largest web-spinning spider, but a related golden orb spider found along the US gulf coast (Nephila clavipes)spins webs well larger than three feet across. I've walked into many of them in my time.
Not the worst, but very funny. In Houston, TX there is an intersection of Clinton Drive and Fidelity Road. A more unlikely combination of words it is hard to imagine.
