It's a tire thumper that has never been used. (a tire thumper is something truckers use...they whack the tires with it and from the sound and "feel" they can tell if the tires are under-inflated)

Think about it....it's not practical at all.

First of all, nobody fills the sink with hot water anymore...especially in a public bathroom.
Also, the water coming off the end is going to splash off the "drain" onto the floor making a big mess. Not to mention cleaning the stupid thing.

But it does look cool...
