I once saw a documnetary about a sailor who had to abandon his yaught and lived on the water from an inflatable version of these for 3 months.
it would seem that 'target price of under $20' is way to high. surely if you got the kind of manufacturing that they use for coke bottles then you could get it to be much more like 20cents. make them stackable and ship them out to diaster areas (sunny ones) by the thousands

prices have dropped by around 20% here in the as well to just under £1 per litre.. which I make to be about $6.20 per US gallon.

His family may be Italian and his background certainly but he's american.
The only reason I bring this up is that I was born in Scotland an it bugs the hell out of me when someone who has feck all to do with the country and know nothing more than a mel gibson movie about it tells me how awesome it is to meet me because, you know, "I'm scottish too"
As for the point of the article, if you need to advertise and pay for new residents you probably don't deserve them.
