I didn't look too closely at this car, but I've seen it both in the Art Car parade and around town. What I do know is that there are many many more art cars that put this one to shame. This link has a good number of examples:
This is (was) "Inversion," an art project in Houston, Tx whereby an artist stripped the siding from a to-be-torn-down building and created a temporary art installation.
