It's actually not a bike lane. It's a bike box. Portland has some and Washington, D.C. is installing one too. They aren't yet included in the official Federal Highway Manual for Uniform Control Devices, but several locations are trying them out to see if they are helpful for cyclists when making turns at intersections.
