Nooo. In racing, there are these things called light trees. Even being 24 myself, that is essentially what you're going to give to all of these young "adults" who want to destroy their car from stop light to stop light thus increasing traffic hazards. Our country will never shut off our cars for long enough or in a large enough number while only waiting for a red light to make this risk worth it. The footprint decrease would be miniscule at best.
