I think it's some form of explosive. When you open it, a fluid spews out and all over the room, oxidizes for a second or two, expands and then creates a large explosion.

Also, at that distance, how do you confirm a kill safely unless he saw the guys fall, which brings back the question "How clear were his targets to him?"
