A katar. Middle Eastern / Indian "punching dagger". This looks like a fixed blade rather than a scissors blade (with scissors blades, you can squeeze the handles together and two hidden blades would open giving a forked, three pronged weapon shape). Scissors katars are effective for catching / parrying a foe's blade, and for doing maximum damage upon landing a successful hit (open the katar when it's inside your opponent).
Personally, I think a gun would be a wiser choice.
