This is so shortsighted. The U.S. has the advantage in sniper warfare. It has the resources and expertise to train its snipers, but if they made a sniper rifle that didn't require extensive training to use then the gorilla forces they fight in Iraq and Afghanistan would have a powerful weapon to use against the U.S.. Eventually the weapon would fall into enemy hands or other countries like Russia would start exporting their own variety.
