It's an ancient sheep-shearer. It's missing the crank on the side and the rollers are gone now (this is quite common in ancient sheep-shearing mechanisms). But it's still quite valuable.
One would have the sheep line up single file while cranking the handle on the rollers while run the sheep through the teeth one at a time. The wool would be stripped off neatly and quickly, yet no harm coming to the sheep. It went out of favor for a more rounded design that would also remove the wool from the sides of the sheep and not just the top and bottoms of them.
It's quite rare, and if you have the rollers and the canvas head covers the sheep wore while going through it, you could probably retire.
