The item in the picture, unless I'm mistaken, is a stirrup. Specifically, it's a stirrup of east Asian design (I'm thinking Japanese), meant to be used for horseback archery. The unique design lets you stand up on your toes a bit in the saddle to get a better and more stable shooting platform.
