It's in Russian. I took Russian as a language in high school. It's been a long time, but I believe the "bl" is - not a silent letter, but it's a breath sound. It's kewl, anyway.

You can tell the camera is tilted because the trees and the building behind all line up with the 'tilted' house. I've done that same trick a few times in Seattle.
