The flag pictured is not the "Rising Sun". It is the Japan Maritime Self-Defense Force flag.

The naval flag came before the war flag, American warships were busy attacking Japan during the nineteenth century.
Let us imagine you are correct. Why would a naval flag be flown at the Olympics? Did the US of A fly a naval ensign at Salt Lake City? No. We did not.
South Korea isn't thinking about the Olympics. They are using this protest to bring attention to last year's naval maneuvers and Korea abandoning the settlement.
