This tree is in the middle of a fairly wide median between the Northbound and Southbound lanes of the I-17 freeway. Kind of a difficult place to stop your car and go decorate a tree without being noticed by other drivers or the police. Most of the wildfires in that area the past few years have been on one side of the highway or the other, haven't jumped the road to the median.
