The idea behind that saying is more or less social economic in nature and has nothing to do with alcohol as such. Back in the day beer was considered to be the drink of choice of the working classes, while wine was privileged to the upper class, due to the higher prices and such. So, when one was able to 'move up' from drinking beer to drinking or being able to afford wine, one was fine. In good fortune, and moving up on the socioeconomic ladder. But when one was no longer able to drink wine and could only afford beer, one had bad luck, loss of fortune, etc. One would feel queer for having to step down from the higher sports of the socioeconomic ladder.
