The desolate city shown seems to be actual images of Pripyat, which was abandoned after the Chernobyl disaster. (The ferris wheel was what caught my eye, compare 3:36 or so to this image.)
Craig - The character isn't the sass-talking black matriarch or some sort of obvious Whoopi character. If the post and credits hadn't mentioned it, I would not have known. Regardless, what a sweet and sad little film.
If anyone is wondering, I'm quite sure the original President of Madagascar comic is in reference to the flash game Pandemic (or maybe Pandemic 2). The goal of the game is to guide a disease to infect the world, and Madagascar was notorious for being nigh-impossible to get unless you were lucky enough to start out there.
What I think undermines the message a bit is that surely this was filmed in reverse, no? The fresh-from-the-mold jello slowing sagging with time? I can't see how it could possibly become more sharp and structural on its own.
