Yup. USA immigration officials used the lists provided by the ship, which were filled out in the country of departure. So most errors can be attributed to problems on that end, or just immigrants who wanted to change their name for whatever reasons.

Depending on the area, it may be reassigned immediately or it may takes months or years to need that number again. In very busy areas, numbers can be reassigned just 30 days after disconnect.
My brother owns a choose and cut Xmas tree farm. I can confirm that a lot of people are getting trees early this year. As of Sunday 11-19 30 trees sold . And since he's not officially open until the Friday after Thanksgiving, people are calling to ask to come early. Don't fret. This tree farm has been around something like 60 years and the regular customers, some for 40 years or more, generation after generation, are valued, and my brother operates an honor system at the pay shack. Oh heck yeah. Not us, but as the first house on our dead end road, I see the plumbing trucks every Friday after Thanksgiving. FYI: There's no law saying you can't flush more than once. Dumping a big load? Flush after the dump then flush again after the TP, or sooner if you're using a lot of TP.
