You turn your back on those little guys for just a minute and they find the 5-pound bag of flour you just bought. In this case, Mom was in the bathroom a little longer than usual. -via Arbroath

I don't really think it was staged. The kids could have emptied the bag on the floor in a pile and thrown handfuls up and around like snow.
They could have emptied some of it out, and then whipped the half empty bag around, throwing flour up on the walls and over their heads. The couch could have been coated from the kids simply rolling in the flour and then climbing around on the couch.
Also, the mom could have come out of the bathroom, seen the flour on the floor and turned on her video camera on her phone, (My assumption was that she might have been playing Angry Birds or texting while she was doing her business, so she had her phone already.) I don't think this video is her first encounter. She already saw the flour, swore got some frustration out already, told the kids they were bad, and went to the other room to cool off for a minute. That's why the kids are casually playing in it- mom left the room and left them alone. While in the other room, she decided to record it for posterity.
There were also comments that the mom had flour on her pants so she must have staged it. (Around the 1:45m mark she points the camera down and you can see her jeans.) That could have just come from walking around in it, or the kids coming up to her and hugging her (which is what my kids do sometimes when they know that have done something wrong.)
That's my analysis. Take it or leave it!
And why would the kids evenly coat the couch, walls and furniture? Wouldn't kids just throw it around haphazardly?
I don't buy it.
