Let's look at the definition of smart. "Having or showing a quick-witted intelligence." I'm not the smartest person in the world, but I would say no - simply reading books will not increase the ceiling to most peoples "smarts". Kinda like saying "everyone should eat steak and you'll have more muscles the next day because there's protein in there".
