Just pour each colored batter into the center (slowly!) on top of each other. The layers should keep getting pushed back to form the rings. May try this with varieties of chocolate, first.

Alternative: Cardboard (or whatever) rings in the pan, pasted and sealed to the bottom of the pan with creamcheese. Pull them out just before, or during baking.

I would use a potter's wheel to spin the layers of colored cake to the outer edges, one layer at a time.
