This is a notice of pure desperation. Imagine working on your thesis for five years and suddenly it's gone. University librarians and computer techs say it happens more than you might think. Obvious this guy isn't that bright if he only kept one copy of this life's work.

I mean what would happen if he dropped his laptop into a puddle or the harddrive decided to melt down.

This is probably for the best.... someone this stupid would probably just burn off his eyebrows if you let him within 5 feet of a chemistry set.
