Specifically, he appeared on a display panel in The Empire Strikes Back. And, I would like to note, this Disney icon appeared on an Imperial, not Rebel Alliance, facility.

No it did not.

This scene took place on Bespin's Cloud City which was neutral and independent in the Galactic Civil War. Although, it is true in the continuity, that Lando Calrissian had secret deal with the Empire, but whose reward was the continued independence of the city.

Even so, I doubt the Empire had time to redecorate.
