Hi, Alex. I was in Manila for 8 weeks. The last 3 have been rain. Last Monday was the heaviest rainfall, and that's when they had to open up the floodgates or just let the water go over the dams. The waters are receding, and it's back to normal in all but the worst-flooded places. It was getting sunny just as I was leaving.
