According to the longer version, this is a 1986 clip from the BBC-TV series That's Life. The George Hotel pub in Castle Cary, Somerset, has three German Shepherds, Jade, Guy, and Izzy, that enjoy a little seltzer. The dogs' owner speaks to them in Japanese -or at least that's what he said he was speaking. -via Arbroath

I can confirm that this was originally shown on That's Life. I saw it as a kid. It used to specialise in exactly this sort of story - as well as human interest and expose.

German Shepherds (GSDs) seem have this behavior hardcoded in their genes. Every GSD I've owned (5-6 by now) attack water from garden hoses as shown here. Same with rakes, hoes and vacuum cleaner hoses. Don't know if other breeds do this but every GSD I've owned does this innately. No training required. Its a play behavior.
