No, he is wearing a foam rubber chest to make him look strong. He was much older than he was in the original StarTrek episode. If you look closely, the rubber chest starts at the “strategically” placed necklace he is wearing.

I remember reading in one obituary for Montalbán that the chest was completely real.

That doesn't look strong! It looks like he's got big saggy moobs that point in opposite directions. But I think it might just be shadows from his clothes that makes it look so ick. I also have to wonder at the why of an inflatable Tattoo.
