Update: the pictured item is a meat cleaver with an attached combination tool, which is for sale at eBay. The first person to identify it was Michael S. Gatlin, who wins a t-shirt for his efforts! Chuck Farkley came up with the funniest answer:

this is a basic meat tenderizer, and slicing device. the various blades cut the meat so that it can better absorb the marinade, and the cleaver, well, cleaves the meat. the tenderizing blades can be turned then re tightened and used as a tenderizing mallet to further batter the meat
Also a torture weapon in times of desperation, as it would not kill very quickly and delivered excruciating pain
This is not used very often anymore due to the fact that most meat is pre tenderized or/and raised to be tender.

It's a measuring guide for apprentice sous chefs -- the head chef requests "julienne 1" and the apprentice cuts one piece, holds it up to the measuring guide, and sees if the rest need to be larger or smaller.

The can opener is there to prevent a repeat of Bobby Flay's "tomato sauce incident".
