It's not that uncommon. I used to see a dog doing this outside my house every day when I lived in the city.

I had a neighbor who's little dog did this ALL the time. I should've taken video of it!

I read somewhere that small dogs will do this on curbs and buildings marking them higher up, so other dogs think the dog doing the marking is much larger.
