At first glance, it looks a little mean, but the dog can't be all that upset if his tail is wagging that much, can he?

If flinching a sign of contentment? It's hard to tell what is really going on with the tail because the repetition of the animated gif would make moving the tail once look like wagging.

If I had a dog I would try to avoid doing things that made him flinch.

it's a common mis-conception that a wagging tail on a dog only means that they are happy.

A wagging tail on a dog does not mean happiness, it means anxiety or anticipation. :)
