When businesses learned that a person carrying a sign drew a lot more attention than a static sign, a whole new occupation was born: the sign spinner. The need for a human to hold these signs is to curcumvent local laws that do not allow for off property signs of any type (other than political). In my local community people holding signs is the only way to display a "sale" or other temporary sign of any type.
