Aww, as a former broadcaster, those sure bring me back. For the news, those test patterns were to help calibrate the camera's colors.

In fact, every movie set across the world still uses these today to calibrate monitors. Color bars come in handy when dealing with shades of black and matching color saturation.

As a member of Gen Y, This totally brings me back to when I was a little kid waiting for the cartoons to come on on Saturday mornings. If you turned the TV on too early (like before 6) you got these. Or infomercials.
